Generate haze

Click on the Create New Fill Or Adjustment Layer icon in the Layers panel and select Levels from the list of options. When the window opens, drag the black Output slider to 25 to add haze, then drag the mid-tones slider beneath the histogram left to 1.15 to lighten the image. This will mimic the haze that can accompany flare.
