Vary your flares

To change the size of the flare at the centre of the starburst effect, position the flare at the centre of the burst and remove the colour, as in step 5. But before you merge the flare with the burst, make sure the flare layer is selected and press Ctrl/Cmd+T to enter Free Transform mode. Now hold down Alt+Shift, and drag one of the corner handles of the bounding box to adjust the flare size. Once it’s proportioned as you want it, double-click inside the bounding box to confirm the changes, then press Ctrl/Cmd+E to merge the flare layer with the burst layer as described.
