Use an ultra-wide-angle lens and get really low to the ground.

Pay attention to the edges of the frame, so buildings converge in from all four corners.

Position the camera so the sun just breaks over the edge of one of the buildings and flares out in a star shape.

Top tip: Try a Tungsten/Indoor White Balance for a creative blue colour-wash.
