Use a long telephoto and frame up on a tripod with detail in the foreground. Use a remote release to trigger the shutter.
Take a shot exposed for the moon, then increase ISO by by four stops and take another, exposed for the foreground.
In Photoshop, put both shots into the same doc, and blend them together using a layer mask and the Gradient tool to get a good overall exposure balance.
