I detail the background and add more seaweed. Foreground elements help to bring the viewer into the scene. I put the caustic layer on the seaweed and, using a mask, erase it everywhere except for the lit places. With my spots brush I paint bubbles on a separate layer. To create a simple lighting effect I use Inner Glow and Inner Shadow in the bubble layer style.
