How do I clear cached information from Safari on iOS?

Go to Settings > Safari > Advanced > Website Data, and tap Remove All Website Data. This still leaves some residual data that could be recovered. You could use third-party utilities such as Umate, which do this when tethered to a Mac or Windows computer and claim to be more thorough, doing a deep clean of a device before selling it. However, we haven’t tested these ourselves.

How can I receive urgent texts if Do Not Disturb is on?

Normally, Do Not Disturb silences all incoming messages. If the texts are coming from specific phone numbers – perhaps your boss, but not other colleagues – turn on Emergency Bypass for that person. Open their card in Contacts, tap Edit, then Text Tone. At the top, turn on Emergency Bypass, set the alert tone and then tap Done.
