I want to control synced photos

If you don’t use iCloud Photo Library to store and sync photos between devices, go to iCloud’s prefs, click Options next to Photos, turn on My Photo Stream. On iOS, enable My Photo Stream in Settings > iCloud > Photos; pics upload when that device is on Wi-Fi. Photos for Mac adds items from the stream if Copy Items to the Photos Library is on.
