Can versions be kept when copying a document?

When you make a copy of a document, macOS does not replicate old versions of it as part of the duplicate, nor in other circumstances, such as using File > Save As, moving it via iCloud Drive, or choosing Edit > Copy and then holding Shift and Opt and picking Edit > Paste Exactly.
