Two become one

Open your images in Elements 12, then click on the foreground image. Pick Select>All from the top menu (or press Ctrl+A). Then Edit>Copy (Ctrl+C) to copy the image to the clipboard. Now click on the sky image and go to Edit>Paste (Ctrl+V)to add the foreground image as a layer above the background.
