A second stab at an independent commission into cycling’s troubled past

In what amounted to a major feather in the cap of new UCI president Brian Cookson, an independent commission into cycling’s past set to work in mid-February. Now called the CIRC (Cycling Independent Reform Commission), it offers fresh hope after the Independent Commission, previously formed to investigate the findings of the USADA
