TAKE a whole host of entrenched social issues with a mega dose of overcrowding, a bit of boredom and mischief, and a pinch of poor parenting and this is what you get. More public money is not the answer, rather it’s smarter spending to encourage parents and children to take pride in their town and help them overcome the paralysing welfare cycle.
