That’s the problem with too many people thinking that youth that do a crime shouldn’t be punished or have consequences. If the parents/guardians of the youth can’t discipline them or teach right from wrong, we as a society/community should not have to put up with their ongoing crimes being unpunished. Build the detention centre and put them away for repeat offenders, then do another study in 10 years to see where our youth crime rates are at.
