The building involved sits on a site of more than 3000sq m and has more than 30 owners, some of them in place for more than 20 years.
If the amalgamation effort succeeds, it will yield the biggest absolute beachfront development site since the holding on which the Jewel towers are being built was assembled 12 years ago.
