Kid creep dodged cops

Abused children while breaching 26 conditions

A CONVICTED paedophile committed further sexual offences for more than two years while being monitored by police.

Andrew Paul Norris, 43, breached his reporting conditions 26 times in between August 28, 2013 and October 23, 2015, a court heard yesterday.

The failures included not declaring when he had contact with children, not telling police where he lived, not disclosing the car he drove and not alerting police that he held membership to theme parks.

Norris yesterday pleaded guilty in Southport District Court to a total of 54 charges, a majority relating to child sexual abuse, between December 2000 and March 2015.

The children were believed to be as young as five.

Norris, based on the Gold Coast and in Brisbane, groomed two children under 16 for sexual acts for more than two years from mid-2013.

He had previously been convicted of child sexual offences committed in 1995 and 2011.

Braveheart­s founder Hetty Johnston was outraged Norris had been able to reoffend.

“That’s just bulls---,” she said. “I just want to ask what does a person have to do to get the full extend of the law?”

The court heard the charges related to five boys in total, including one he was convicted of abusing for six years and one for three years.

Judge David Kent said the reporting conditions were to protect the community and keep children safe.

“One of the effects (of not reporting) was the community was not able to be protected,” Mr Kent said.

The judge said Norris’ previous criminal history would determine the sentence he handed down.

“Your sexual procliviti­es are such that you are a risk to the community,” Mr Kent said.

Defence barrister Sarah Thompson told the court Norris had been sexually abused by a family friend for seven years, starting when he was five.

“He did disclose that to his family when it was about 20 and they did not take any action,” Ms Thompson said. “He struggled with that.” Norris has previously worked as a manager with a telecommun­ications company.

Mr Kent yesterday sentenced Norris to jail for nine years.

Norris has already served more than two years behind bars and could be back on the streets as early as April 2020.
