One thing becomes apparent if you are to drive past a pub you'll notice the same cars parked in the pub car park for hours, from 2.30 to 4.30 then leave intoxicated & meld into the traffic with workers going home. Same cars, small area to patrol & these piss pots are constantly getting away with it all the time.
