Cr Manning remembered Mr Haussmann setting off with dictaphone, camera and raincoat whenever rain pelted down, disappeari­ng for the day to photograph flows of water.

“Every big downpour I remember Graeme doing that, and thinking this guy is really hands-on,” he said.

Mr Haussmann, 89, received a round of applause after he addressed the council.

“It is indeed a great honour to be remembered so long since I was a servant of the council,” he said. “I was responsibl­e for giving memory to my predecesso­r, Mr Frank Morris, who was the city engineer from 1935 to 1960.

“I was able to have bestowed on the city Lake Morris.

“To have this before I pass on is an honour to myself and my family.”

Former Cairns City Council mayor Ron Davis was by his old friend and colleague’s side at the council meeting.
