Council CEO off to NSW
Webster to fill in as chief
Kelvin Tytherleigh has resigned from the Hinchinbrook Shire Council after just twoand-a-half years as chief executive.
Mr Tytherleigh took on the role in December 2021 after previously working as human resources manager at the Toowoomba Regional Council.
The council said Mr Tytherleigh’s last day with council would be Friday.
“Council wishes Kelvin all the best with his future endeavours and thanks him for his service the past two-and-a-half years,” it said in a statement.
He will be replaced by Michelle Webster in an acting capacity for up to six months, starting on Thursday, to allow for the recruitment of a new council head.
Mayor Ramon Jayo said Mr Tytherleigh had resigned to take up the role of general manager at the Moree Plains Shire Council in north-western NSW.
“Small towns like ours are always stepping stones to bigger councils,” Mr Jayo said.
“They get the experience in the smaller councils and that opens the door up for them to get to the bigger councils, and obviously the bigger the council there is more money.”
The Hinchinbrook Shire Council is classified as a Category 1 council, the smallest of eight local government categories.
Mr Tytherleigh was understood to be earning slightly more than $200,000 per year in Ingham.

Council said Mr Tytherleigh’s five-year appointment would begin in mid-june.
Mr Tytherleigh and wife Anne, who resided in Forrest Beach, were a fixture at various social and formal engagements around the shire.
Mr Jayo thanked the outgoing CEO for his services and wished him all the best in his new endeavour.
Ms Webster has 26 years’ experience as a local government professional, including the past 11 years in a senior executive role with the Central Highlands Regional Council.
“This experience has provided Michelle a broad understanding of the benefits and challenges of living and working in a regional community similar to Hinchinbrook,” the council said in a statement.
The council said that from a professional perspective, Ms Webster had served as an acting CEO and general manager across various departmental portfolios of local government business, delivering extensive capital works and commercial, corporate and community programs.
