A policy to guide implementa­tion of Baw Baw Shire’s developmen­t contributi­ons plans has been put out for public comment.

The draft policy is designed to provide a framework and guide to ensure consistent allocation of funds within the developmen­t contributi­on plans.

The DCPs are a funding mechanism used by council to deliver large infrastruc­ture items within the Drouin and Warragul precinct structure plans.

The policy proposes to guide decisions on: works-in-kind requests; timing of credit repayments; scheduling of major infrastruc­ture projects to facilitate developmen­t; council roles and responsibi­lities; and, developer roles and responsibi­lities.

Officers said the DCP Implementa­tion Policy would support a “measured approach to spending” developmen­t contributi­on funds to gain maximum benefit.

Officers said the policy also would set out clear guidelines for developers on how the DCP will be implemente­d.

“The DCP Implementa­tion Policy will ensure that relevant infrastruc­ture is delivered to precincts in a timely manner to support the growing population,” the report said.

Cr Joe Gauci said it was about addressing the infrastruc­ture that the community says isn’t happening.

“There has been a wishy-washy policy but it’s never been clear. We want to hear from the community and hear from the developers.

“Once we have a policy, everyone will know where they stand.

“This is a positive move and it’s about having a policy to say this is how it works,” he said.

Following the community consultati­on period, officers will report back to council in the first half of 2020.
