Comment sought on developer contributions
A policy to guide implementation of Baw Baw Shire’s development contributions plans has been put out for public comment.
The draft policy is designed to provide a framework and guide to ensure consistent allocation of funds within the development contribution plans.
The DCPs are a funding mechanism used by council to deliver large infrastructure items within the Drouin and Warragul precinct structure plans.
The policy proposes to guide decisions on: works-in-kind requests; timing of credit repayments; scheduling of major infrastructure projects to facilitate development; council roles and responsibilities; and, developer roles and responsibilities.
Officers said the DCP Implementation Policy would support a “measured approach to spending” development contribution funds to gain maximum benefit.
Officers said the policy also would set out clear guidelines for developers on how the DCP will be implemented.
“The DCP Implementation Policy will ensure that relevant infrastructure is delivered to precincts in a timely manner to support the growing population,” the report said.
Cr Joe Gauci said it was about addressing the infrastructure that the community says isn’t happening.
“There has been a wishy-washy policy but it’s never been clear. We want to hear from the community and hear from the developers.
“Once we have a policy, everyone will know where they stand.
“This is a positive move and it’s about having a policy to say this is how it works,” he said.
Following the community consultation period, officers will report back to council in the first half of 2020.
