The Warragul and Drouin Precinct Structure Plans are under review.
Baw Baw Shire has released a draft Warragul and Drouin PSP review report outlining recommended changes to the PSPs to improve implementation and outcomes.
Shire officers said given the rapid rate of growth already occurring and compromised outcomes in some areas, the need to review the PSPs has become necessary.
The PSPs were adopted by council in 2014 to provide a high-level strategic direction to facilitate and manage the expected change and growth.
“However, council planners, relevant state agencies and other external stakeholders including developers, key landowners, consultants and contractors working within the PSP areas are not satisfied with the performance and efficiency of the PSPs.
“Similarly, existing Baw Baw communities especially those that live near the newly developed neighbourhoods have raised concerns about the suburban type developments occurring in these areas and the potential loss to Baw Baw’s rural character,” the report said.
The PSP review aims to review and document the issues and shortcomings of the PSPs.
Two new conditions have been recommended under the housing section to address interface issues with existing low-density residential and farming zones.
The review also identifies errors and anomalies within the PSPs that require correction.
The review did not analyse the strategic directions within the PSPs or the appropriateness of the urban growth zone footprint as officers said these were considered non-negotiable by the state government and could not be changed.
Community consultation is open until July 22.
Ultimately changes to the PSPs will have to be approved by the Minister for Planning as the changes will require a formal amendment to the Baw Baw Planning Scheme.
The planning scheme amendment process will include further public exhibition and Council approval.
