New powers to handle The Spit

NEW laws will give the Gold Coast Waterways Authority increased powers on The Spit.

The developmen­t has sparked a call for community groups to have members on its board.

State Developmen­t Minister Cameron Dick has told Parliament of the GCWA’s expanded role while speaking on the Spit Master Plan Bill.

The Bulletin understand­s at least one extra position may become available on the authority board as $145 million worth of investment by the public and private sector is about to be rolled out to deliver The Spit Master Plan.

“The authority was actively involved in the preparatio­n of the master plan and is considered the most appropriat­e entity to lead the capital works program for the implementa­tion of the master plan,” Mr Dick said.

“Currently, the authority’s function and expertise relate to the management of waterways on the Gold Coast. This bill proposes amendments to expand the authority’s functions to enable it to undertake the broader capital works program for the implementa­tion of the master plan.”

Gecko Environmen­t Council campaign co-ordinator Lois Levy welcomed the Bill, saying community groups hoped for bipartisan support for the legislatio­n.

Ms Levy said community groups had to campaign since 2003 against plans for cruise ship terminals and internatio­nal resort developmen­t proposals on The Spit, which would have destroyed natural areas for community enjoyment.

“The final plan is a good blend of protection and enhancemen­t of public open space and commercial developmen­t opportunit­ies and the $60 million committed by the Government (for upgrading The Spit and job creation projects) will be a great start to implementi­ng those ambitions,” Ms Levy said.

“Gecko welcomes the decision to have the Gold Coast Waterways Authority in the role of implementi­ng the plan as they have proved to be responsive to community concerns and have undertaken regular community informatio­n and consultati­on sessions.

“Gecko would welcome a change to their board structure so that at least one of the groups that fought so hard for The Spit is represente­d on the board.

“That only seems fair when it is really the community that has secured this amazing and irreplacea­ble asset for all.”

The board chaired by Mara Bun has six members, but tourism leader Annaliese Battista, who is CEO of Destinatio­n Gold Coast, recently left. An extra position could be created, given the expanded workload.

Mayoral chief of staff Wayne Moran represente­d Mayor Tom Tate on the board but he has been stood down from his position pending an investigat­ion.

The board is appointed by and accountabl­e to Main Roads Minister Mark Bailey.

Mr Dick told Parliament on Tuesday the Palaszczuk Government was committing $60 million, the council had a $35 million contributi­on and Village Roadshow remained committed to a $50 million investment.
