1.The Government of Azerbaijan has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of US$22,000,000 toward the cost of the Vocational Training Center Establishment Project and intends to apply a portion of the proceeds of this loan to payments under the contract for which this invitation for bid is issued. 2.The Ministry of Education (MOE), now invites sealed bids from eligible bidders for construction, supply of equipment and facilities, and related services (Fellowship training, Dispatch of Expert and Curriculum & Practical Textbook Development) for the Procurement ofthe Vocational Training Center Establishment Project. 3.The terms and conditions of the contract and payments by the Bank will be subject in all respects to the terms and conditions of the Loan Agreement. This bidding will be conducted through Competitive Bidding (CB) procedures among Korean companies specified in the Guidelines for Procurement under the EDCF Loan, and are open to all eligible bidders that meet the minimum qualification criteria (ITB 4). Bidders’ price proposal will be evaluated by the relevant formula. 4.Interested eligible Bidders may obtain further information about the bidding documents from Mr. Parviz Yusifov, the Deputy head of International cooperation Department of the Ministry of Education (MOE). 5. A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Three hundreds Manats (AZN 300) until 3:00 PM local time on 15 (Fifteen) days before deadline for submission of Bids. The method of payment will be cashier’s check, direct deposit to the following bank account number, cash, etc.;

Bidding documents will then be issued at the address below upon presentation of proof of payment or sent by electronic matters. If requested by the intending Bidders, the Bidding documents will be sent by surface mail or courier for overseas or local delivery (mailing cost to be paid in cash). However, the Purchaser will not accept any liability for loss or late delivery of the Bidding documents in the process. 6.Bids must be delivered in person to the address below at or before 02:00PM, the closing date of bid submission, November 28, 2016. All bids must be accompanied by a bid security of US$500,000. Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below on 02:00 PM, November 28, 2016. 7.The Ministry of Education will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
