Over 2000 plots allocation pending in Kgatleng
596 titles have been produced across the district
Allocation of plots in Kgatleng District still stands at 1137 plots from a target of 3280 plots of the 2023 annual target representing the contribution to the national allocation target of 100 000.
This was revealed by Kgatleng District Council Chairman Daniel Molokwe. He said to date, just over 60 000 plots have been allocated to Batswana across the country and the remaining 40 000 have been billed for allocation by end of the year. Molokwe said this means Kgatleng Land Board still has a total of 2145 plots across some of its settlements that are pending allocation.
Speaking during the Kgatleng District Full Council Meeting, Molokwe stated that furthermore, for the 2023/ 2024 financial year, a total of 1751 plots are to be allocated, bringing the total plots pending allocation this year to 3896.
He mentioned that the Board is still continuing to identify land within settlement expansion zones, and is negotiating with land owners as it has to acquire and compensate adequately prior to allocation, adding that this is a long process.
Regarding the implementation of the Land Information System, he said the Kgatleng Land Board has managed to register only four general plans; two in Artesia, one in Mochudi and one for Oodi Sub Land board. “This means that the process of conveyancing which leads to the production of land titles is currently only possible in these areas. At this point, Kgatleng District has in excess of 100 general plans, which have been outsourced to private surveyors, and until this whole process is complete, only then will the land board be able to facilitate the issuance of secure land titles. As of date, only 596 titles have been produced across the district,” Molokwe said.
He said that in accordance with the provisions of Section 20 ( 2) and ( 3) of the Town and Country Planning Act No. 4 of 2013, public notice was made by the Minister for Lands and Water Affairs on 4th September 2023 for the finalisation of Mmamashia/ Matebele/ Oodi/ Modipane/ Dikwididi Development plan which runs for a period of 24 years from 2022 to 2046.
He said the preparation of the Development Plan is ongoing and at draft final stage. Consultations with district structures and communities have been done, and the plan is currently under public scrutiny stage which is running for a month from 4th September 2023 to 3rd October 2023.
He said the project duration was six months running from 24th February 2023 to 24th August 2023 and that request for extension for the contract has been submitted to the Ministry for consideration.
