NOTICE OF INVITATION TO TENDER Nº CVE/085•20 3243 TITLE: Acquisition of a Stationary Meter Test Unit (MTU) and other equipment of calibration of single phase and three phase electrical meters for active energy for the Center for Renewable Energies and Industrial Maintenance (CERMI), Cabo Verde (Goods)
in the framework of Project CVE/085 receiving financial support from the governments of the Republic of Cabo Verde and of the Grand Duchy of Luxembourg
This notice of invitation is launched by and according to the procedures of LuxDev, the Luxembourg Development Cooperation Agency, on behalf of Project CVE/085 receiving financial support from the governments of the Republic of Cabo Verde and of the Grand Duchy of Luxembourg.

3. Eligibility and evaluation criteria a) Origin: no restriction b) Eligibility: companies satisfying the criteria included in the Statement of Good Standing and in the Ethics Clauses of the General Regulations c) Evaluation: the lowest administratively compliant and substantially technically compliant tender will be granted the contract d) Variants: no variants will be considered
4. Location and timeframe a) Location of the Project: Lux-Development Cabo Verde Office - Santiago Island – Cabo Verde b) Terms and place of delivery: DDP (delivered, installed and commissioned) to CERMI, Palmarejo Grande, near to Electra Desalination Plant - Praia – Santiago Island, Cabo Verde c) Performance period of the Contract: 8 months d) Validity period of tenders: 90 days from the time limit for receipt of tenders

d) Deadline for receipt of tenders: 02.10.2020 at 10h00 am (local time) e) Date and time for the non-public opening session: 02.10.2020 at 10h30 (local time). The opening of tenders will be carried out in camera. The tender opening report will be sent to any tenderer who requests it.

9. Payments
All eligible payments which are part of this Contract will be processed by Lux-Development on behalf of Project CVE/085.

11. Complementary or additional services
This Contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the Contract.

The attention of tenderers is drawn to the fact that this contract includes a fixed part and a conditional part.
The delivery / installation of the equipment constituting this call for tenders is fixed between February/Mars 2021 and constitutes the fixed part.
The extra equipment will probably be delivered between May/June 2021.
This extra equipment is not part of this contract but constitutes a conditional part which could be the subject of an amendment to the contract which will be signed with the winner of this contract if the following conditions are confirmed:
a) the successful tenderer has fully satisfied the execution of the fixed part (the subject of this call for tenders and of its contract); b) availability of funds is confirmed.
The conditional part will be the subject of an amendment to the contract, if applicable, based on the technical specifications and the unit price schedule submitted in the tender of the successful tenderer, subject of this contract. The exact quantities and delivery schedule can be specified if necessary.
Under no circumstances, the successful tenderer cannot invoke the right to the conditional part, the attribution of which is an option reserved by the Contracting Authority. If the Contracting Authority renounces to entrust the conditional part to the successful tenderer of this contract or if it decides to launch a new call for tenders (open or restricted), the contract holder may not under any circumstances claim damages / interests, whatever their nature.
