1. The Government of the Republic of Cabo Verde has received from the International Development Association IDA/World Bank, (the “Bank”) a Credit (hereinafter called “Credit”) toward the costs of the Competitiveness for Tourism Development Project and intends to apply part of the proceeds for consulting services.

2. The objective of the Consulting Services (the services) is to support the governing board and staff of ITCV in establishing a multi-year strategic plan for the Institute, providing day-to-day technical guidance on the critical programmatic activities to be enacted short and medium term. The consultancy must be performed within the period of 7 (seven) months from the date of signing the contract.

3. The detailed Terms of Reference (ToR) for the assignment may be requested by the email address given below, from 8 AM until 16 PM (local time), during working days.

4. The Management Unit for Special Project (UGPE) now invites eligible Individual Consultant (“Consultant”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A Letter of Interest duly signed and an updated Curriculum Vitae indicating, namely, description of similar assignments, experience, and contact references in similar service is required (relevant material provided must not exceed 30 pages overall).

5. The Individual Consultant shall have the following qualifications:

• Tourism professional with strong academic background in international tourism;

• At least 10 years of tourism marketing experience, with a strong track record of developing successful tourism marketing projects;

• Experience in providing capacity building support, including the development and delivery of training courses and workshops;

• Extensive international experience. Having such experience in emerging destinations and/or SIDS would be advantageous;

• Private Sector Experience;

• Ability to communicate effectively in Portuguese, although fluency in Spanish may be considered sufficient.

6. The attention of interested Individual Consultants is drawn to paragraph 1.9 and 1.10 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition of January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and unfair competitive advantage.

7. The Individual Consultant will be selected in accordance with the method based on the Individual Consultant (IC) set out in the Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, edition of January 2011 revised July 2014.
