CLMTV countries agree framework for mobile social security scheme

SENIOR of ficia ls from Cambodia, Laos, Myanmar, Thailand and Vietnam (CLMTV ) met in t he 5t h senior labour of ficia ls meeting a nd t he 3rd labour minister conference t hat Cambodia hosted for t wo days f rom September 16-17 in Siem Reap.

The senior of ficia ls discussed cooperat ion i n t he job secur it y sector of t he five count r ies to protect mig ra nt workers. At t he conference, ministers a nd of ficia ls sought a joi nt fra mework wit h rega rd to t he mobile socia l secur it y scheme for migra nt workers.

He sa id during t he 2nd Labour Minister’s Conference in 2017 a nd t he 4t h Senior Labour Of ficia ls meeting in 2018 in Viet nam, attending count r ies ag reed to push for a mechanism to t ra nsfer t he benefits of t he socia l secur it y scheme f rom t he migra ntworker-receiv ing count r y to t he migra nt-worker-sending count r y.

Centre for A l lia nce of Labour and Human Rig hts (Centra l) progra mme manager Khun Tharo told The Post on Monday t hat t he Minist r y of Labour sa id it wil l push for a socia l securit y scheme polic y for migra nt workers.

The dra f t Law on Socia l Securit y Scheme, which g uara ntees a socia l secur it y scheme for migra nt workers, has been approved a nd is now i n t he hands of t he Nationa l Assembly.

He sa id i n t he past, Ca mbodia on ly had a cou nt r yto-cou nt r y Memora ndum of Understa ndi ng to send mig ra nt workers to Sout h Korea, Malaysia a nd Tha i la nd.

But, t here was no f ra mework to t ra nsfer a socia l securit y scheme to t he Nat iona l Socia l Securit y Fund (NSSF) in Cambodia.
