‘Involve small contractor­s in building Indonesia’s capital’

THE Indonesian Chamber of Commerce and Industr y (Kamar Dagang dan Industri, Kadin) has asked the government to involve small and medium-scale contractor­s and local constructi­on workers in the developmen­t of the new capital city in the regencies of North Penajam Paser and Kutai Kartanegar­a, East Kalimantan.

Diding S Anwar, the head of Kadin’s permanent committee on infrastruc­ture financing, said although most parts of the projects in the developmen­t of the capital city would be financed and conducted by large companies under publicpriv­ate partnershi­ps (PPPs), small and medium enterprise­s should be prioritise­d in the constructi­on work.

“Looking at the large financing requiremen­t, questions have emerged about the fate and position of local, small and medium contractor­s in this new capital city developmen­t,” Diding said at a seminar on infrastruc­ture developmen­t in Jakarta last week.

The state budget will only cover about 19.2 per cent of the estimated total cost of 485 trillion rupiah ($34 billion) for the new capital city’s developmen­t. The PPP scheme is to cover 54.6 per cent and the remaining 26.2 per cent is expected to come from the private sector.

Diding said many small-andmedium-scale constructi­on companies had to close down because they could not compete with state-owned constructi­on companies in the developmen­t of infrastruc­ture projects.

He expressed hope that the gover n ment wou ld f i nd a solut ion t hat would involve small and medium construct i o n i n i n f r a s t r u c t u r e projects, such as in t he developmen­t of the new capita l.

According to data from East Kalimantan’s Kadin Indonesia and Constructi­on Ser v ice Developmen­t Agency, t here are around 6,000 contractor­s a nd 12,0 0 0 c er t i f ied loc a l constructi­on workers in East Kalimantan who are ready to be employed for the new capita l cit y developmen­t.

The government is currently finalising a master plan for the new 180,000ha city, aiming to start developmen­t at the end of next year with the first stage of developmen­t cover ing 6,000ha and the next stage 40,000ha.

The new capital is to be a green, smart and compact city with an integrated transporta­tion system that implements the latest informatio­n technology applicatio­ns to achieve s us t a i na b l e d e v e l o pment goals.
