K Cham’s town, district urged to improve public services

THE Ministry of Interior has instructed the governor of Kampong Cham province to take measures to improve the provision of administra­tive services at the One Window Service Office of Batheay district and Kampong Cham town administra­tions after a working group found that they have not yet properly implemente­d formal service procedures.

The letter said that the ministry’s General Department of Administra­tion assigned the working group to inspect the provision of administra­tive services at the One Window Service Office in Batheay district on January 21.

“We found that the Batheay district and the Kampong Cham town administra­tions have not yet properly implemente­d the formal procedures for providing services at the One Window Service Office,” the letter reads.

The ministry stated that in order to improve the efficiency of providing administra­tive services there, the provincial hall needs to advise the Batheay district and Kampong Cham town administra­tions to streamline all administra­tive services within their purview by providing them at the One Window Service Offices.

Additional­ly, the letter states that the Kampong Cham town administra­tion must stop charging any administra­tive fees that were not specified in the inter-ministeria­l prakas.

If necessary, the town administra­tion may submit a proposal to the ministry to create a new type of service fee that is needed at the local level.

The Batheay district and the Kampong Cham town administra­tions have to prepare their teams to collect data and update their services regularly and encourage people to apply for administra­tive services according to their needs, the letter said.

The ministry said the provincial

hall must assign a working group to regularly inspect and evaluate the provision of administra­tive services by Batheay district and Kampong Cham town administra­tions and submit a written report back to the ministry.

Ministry spokesman Khieu Sopheak said on April 27 that it was the job of a team from the ministry to inspect the provision of administra­tive services there.

“After the inspection, we took the results and evaluated the service provision and identified inconsiste­ncies. They failed to follow the ministry’s instructio­ns, so we issued a letter instructin­g them to improve their performanc­e. Put simply, the letter just serves as a warning, not a punishment,” he said.

He added that the team will carry out inspection­s on the provision of services of other provincial administra­tions and will not give advance notice of the inspection­s in order to be able to review the actual implementa­tion of the provision of services and evaluate what needs improvemen­t.

Kampong Cham provincial deputy governor Heng Vanny said on April 27 that the provincial administra­tion has yet to receive the letter from the ministry.
