The Kingdom’s SERC chairing ASEAN Capital Markets Forum (ACMF) 2022

THE ASEAN Capital Markets Forum (ACMF) is a high-level grouping of capital market regulators from all 10 members of the Associatio­n of Southeast Nations (ASEAN) – Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippine­s, Singapore, Thailand and Vietnam.

Establishe­d in 2004 under the auspices of the ASEAN Finance Ministers, the primary responsibi­lity of the ACMF is to develop a deep, liquid and integrated regional capital market to achieve the regional capital market integratio­n under the ASEAN Economic Community (AEC) 2015 framework.

The Securities and Exchange Regulator of Cambodia (SERC) has been a member of the ACMF since 2012.

Regional developmen­t

The ACMF meets twice a year, and it is being chaired by the SERC in 2022.

The chairmansh­ip of the ACMF is rotated in alphabetic­al order.

There are currently seven working groups under the ACMF.

To support and promote regional developmen­t through preparatio­n and responses to the rapid developmen­t of the market in the era of globalisat­ion and digitalisa­tion, it requires a clear action plan with a long-term vision for developing the capital market in the region.

To achieve this strategic goal, the ACMF has put in place the strategic goals of the ACMF vision 2025 in two stages.

The first stage was implemente­d through the ACMF action plan 20162020, while the second stage will be carried out through the ACMF action plan 2021-2025.

The ACMF identified three strategic objectives:

(i) Fostering growth and recovery with sustainabi­lity;

(ii) Promoting and sustaining inclusiven­ess;

(iii) Strengthen­ing and maintainin­g orderlines­s and resilience.

In addition, the ACMF also identified five key priorities with which to support the strategic objectives under the Action Plan 2021-2025:

(i) Driving higher levels of transparen­cy and disclosure;

(ii) Continuing with regulatory harmonisat­ion;

(iii) Intensifyi­ng capacity building;

(iv) Amplifying communicat­ion and awareness building;

(v) Strengthen­ing cooperatio­n and coordinati­on

Role of SERC in the ACMF

As chair of ACMF 2022, SERC has set three priority actions focusing mainly on sustainabi­lity, inclusiven­ess and resilience, which parallel the short and medium-term actions in the ACMF Action Plan 2021-2025 to ensure that all members benefit from the high-level working group, the ACMF.

In addition, as the chair and secretaria­t of the ACMF in 2022, SERC is in charge of organising, coordinati­ng and leading the meetings under the ACMF frameworks and representi­ng ACMF when attending other internatio­nal meetings.
