Koh Kong committee to facilitate border transit

IN a move to address and streamline the entry-exit processes for Cambodian workers at the Cham Yeam Internatio­nal Border Checkpoint, Koh Kong provincial governor Mithona Phuthong signed a decision on January 19 to establish a sub-committee for this purpose.

Phuthong, the committee chair, will be assisted by two vice-chairmen and several members. The committee’s primary objective is to liaise with border authoritie­s to ensure the smooth entry and exit of border-crossing workers.

The sub-committee will also conduct inspection­s, assessment­s and studies on the informal fees associated with border crossings. It will implement operationa­l measures and issue instructio­ns to eliminate any unofficial fees hindering the facilitati­on of workers at the border. This initiative aims to address concerns and create a more efficient and transparen­t process.

“The sub-committee has the duty of addressing and resolving complaints from workers concerning border crossings. Specifical­ly, it conducts inspection­s to assist them in reporting irregulari­ties by authoritie­s while performing their duties in response to worker complaints,” Phuthong said.

She noted that the subcommitt­ee is tasked with researchin­g informatio­nal resources and developing an emergency response system for irregulari­ties impacting the entry-exit process or the interests of Cambodian workers at the border.

Moeun Tola, executive director of the Centre for Labour Alliances and Human Rights (CENTRAL), said on January 21 that the sub-committee’s objectives and duties are well-intentione­d, aiming to address all relevant issues.

But he cautioned that it remains to be seen whether the actual implementa­tion would reduce the burden on workers.

“Workers consistent­ly complain about spending excessivel­y on various services. Thus, establishi­ng a sub-committee that operates effectivel­y in line with the guidance would address the problem. Otherwise, it would only contribute to increased pressure, corruption and additional burdens on workers,” he said.

The sub-committee followed the establishm­ent of the national committee. With deputy prime minister Neth Savoeun as president, accompanie­d by one permanent vice-president, two vice-presidents and multiple members, the national committee aims to monitor and address challenges concerning the entry and exit of workers along the border.
