On March 19 the global financial hub’s legislature unanimously passed a domestic security bill that critics say will muzzle economic discussion and tighten control over foreign entities operating in the territory. Chief Executive John Lee says he will sign Article 23, known as the “patriots-only” measure, into law on March 23.
