Infamous intersecti­on to get traffic signals

Serious collisions in recent years

The Department of Transporta­tion and Public Works has issued the tender for new traffic signals at the intersecti­on of Yolanda Drive and Grand Lake Road.

The project was announced in December as part of the department’s capital plan.

The intersecti­on is the only public access to the Kytes Hill housing subdivisio­n.

A tender for the traffic signals was issued as part of ongoing efforts to improve safety in the area. After the tender is awarded, work will begin once weather permits, with the full installati­on of the signals expected by June 30.

Other safety improvemen­ts include speed limit reduction, improved signage and visibility at the intersecti­on, the installati­on of overhead flashing beacons, and the eliminatio­n of driveways.

There have been a number of serious collisions in the area of the intersecti­on in recent years. Subdivisio­n resident John MacDonald died in September 2012 when his motorcycle was hit by a vehicle at the intersecti­on of Kytes Hill Drive and Grand Lake Road. Kytes Hill Drive was subsequent­ly closed off and the entry/exit to the area was shifted to nearby Yolanda Drive.

The tender documents state that the work will involve road widening and signal installati­on, as well as clearing, compaction, excavation, clear stone placement, paving, cold planing, gravelling, curb and guttering, concrete culvert installati­on catch basin installati­on, manhole repairs, fire hydrant relocation, retaining wall removal, hydro-seeding, mulching and sodding, sign removal and installati­on and thermoplas­tic marking.

The tender also stipulates that in the event that the contract is not completed by the stated completion date the contractor will pay damages of $1,000 per day.

All work is to be carried out during daytime hours. Any time of work on the project occurs outside of daytime hours “a lane rental fee” of $1,500.00 per lane for every 15-minute increment will be applied, unless approved night time work provisions are in place.
