Too many projects, not enough workers

Why is it most construction sites are understaffed?

How many times have I come across construction-zone signs to see only a few people actually working on a site that stretches blocks? Many times I see no one working for days or weeks.

These delays at each construction site inconvenience people for months. If the city actually planned and started fewer projects, with more people and equipment per site, each project would get done quicker and citizens would be inconvenienced a lot less. Tom Olthoff, Sherwood Park
