City continues to evaluate governing mandates

Summerside City councillors are still looking at gaps in the Governance, Policy and Strategy mandates with four concepts recommended to be added.
At this week’s Committee of Council meeting, Coun. Brian McFeely presented an updated report that continued to draw on recommendations put forward at a January council meeting.
The list included facility fee waiver requests from organizations, turf field capital replacement/improvement, late applications and applications from organizations based outside of Summerside.
On top of the 14 recommendations council has already heard, four more were added and are being considered. Recommendation 15 suggests developing a series of groupings to deal with fee waiver requests. The categories cover community service groups, non-sport recreation groups and private sector groups.
Recommendation 16 suggested city staff continue to work with turf field users to establish contribution levels for a dedicated turf field capital improvements fund. Recommendations 17 and 18 deal with late applications and applications from community groups outside the city. Currently, the application form states that late applications will not be accepted, but not accepting late applications poses difficulties for council.
The policy also states that groups outside city limits will be disqualified from funding. However, some groups located outside the city provide services within city limits. So it was suggested that applicants must clearly demonstrate that their programs and services are delivered in the City of Summerside and how the city and residents benefit from the programs, when applying for funding. Councillors moved to look at these recommendations at the March 26 council meeting and vote on a resolution.
