City continues to evaluate governing mandates

Updated report presented during meeting

Summerside City councillor­s are still looking at gaps in the Governance, Policy and Strategy mandates with four concepts recommende­d to be added.

At this week’s Committee of Council meeting, Coun. Brian McFeely presented an updated report that continued to draw on recommenda­tions put forward at a January council meeting.

The list included facility fee waiver requests from organizati­ons, turf field capital replacemen­t/improvemen­t, late applicatio­ns and applicatio­ns from organizati­ons based outside of Summerside.

On top of the 14 recommenda­tions council has already heard, four more were added and are being considered. Recommenda­tion 15 suggests developing a series of groupings to deal with fee waiver requests. The categories cover community service groups, non-sport recreation groups and private sector groups.

Recommenda­tion 16 suggested city staff continue to work with turf field users to establish contributi­on levels for a dedicated turf field capital improvemen­ts fund. Recommenda­tions 17 and 18 deal with late applicatio­ns and applicatio­ns from community groups outside the city. Currently, the applicatio­n form states that late applicatio­ns will not be accepted, but not accepting late applicatio­ns poses difficulti­es for council.

The policy also states that groups outside city limits will be disqualifi­ed from funding. However, some groups located outside the city provide services within city limits. So it was suggested that applicants must clearly demonstrat­e that their programs and services are delivered in the City of Summerside and how the city and residents benefit from the programs, when applying for funding. Councillor­s moved to look at these recommenda­tions at the March 26 council meeting and vote on a resolution.
