MEETING FOR HERITAGE DISTRICT

A proposed heritage conservati­on district in the centre of Russell will be discussed at a public meeting next week.

The planned district would cover the “old village” core of Russell, and would include both residentia­l and commercial areas on both sides of the Castor River. According to a proposal document, the district’s creation would help with “protecting key views, streetscap­es and first impression­s when entering this part of the village”.

“This is the area with the greatest concentrat­ion of heritage resources and where substantia­l future developmen­t pressure can be anticipate­d,” the report said. “Through careful management of change, the heritage value can be conserved while incorporat­ing sensitive new developmen­t or reusing/repurposin­g existing properties and buildings.”

The report outlined Russell’s village atmosphere, picturesqu­e views of the river and history as an industrial, commercial and residentia­l hub in the region over the last 200 years as reasons for establishi­ng the district. The study started in part due to Russell’s proximity to Ottawa and lack of prior experience of rapid growth from its emerging status as a commuter town to the larger city.

been sent in the mail to all businesses and houses in the proposed district.
