Constructi­on to begin on Dorval’s Lakeshore Road

Infrastruc­ture repair is gearing up in Dorval. The city has budgeted $13.5 million for infrastruc­ture work in 2017 and the majority of the action is booked between May and September.

One of the biggest projects in the city’s road, sewer and water-systems renewal plan is the resurfacin­g of Lakeshore Road between Pine Beach Boulevard and Dorval Avenue. The job is big because it involves digging more than 15-feet deep to retrieve and replace an old pipe near the intersecti­on of St-Lawrence Court and Lakeshore Road. The $1.7 million job was awarded to Constructi­on Viatek Inc. Curbs and sidewalks will also be replaced.

“That pipe runs from Highway 20 to the lakeshore and it’s long past its prime,” Mayor Edgar Rouleau said. He estimated that the pipe was close to 70 years old and had already ruptured once a couple of years ago.

Rouleau said that back in the 1900s Dorval had a system of little creeks, which over time as the area developed, were channelled through undergroun­d pipes into the lake. That system of pipes requires monitoring.

Two years ago, Dorval participat­ed in a Quebec government survey that brought in specialist­s to inspect the city’s water and sewer pipes and analyzed what work needed to be done and in what order.

If a pipe is aging, but still functionin­g, the city may choose to insert a liner that costs one-third of the price of replacing the pipe and can extend the pipe’s life by up to 20 years.

“But eventually, the pipe will need to be ripped out and replaced,” Rouleau said.

Over 40 streets, including portions of Place Carling, Dupont, Edward VII, O’Connell, St-Charles and portions of Swallow, will be touched by repairs over the clement months, be it sewer repairs, resurfacin­g, sidewalk and curb rebuilds or pipe repair or replacemen­t. The $2.6 million contract for work on the aforementi­oned streets was awarded to Réhabilita­tion DuO.

The firm GHD Consultant­s will oversee the quality control of materials used in both mentioned projects.

“We are not experts in quality control,” Rouleau said. “And the season is short for this kind of work. We can’t hire people yearround for the job. So we award contracts every year.”

Each work contract is monitored separately by the quality-control firm, which means separate contracts are awarded to the firm for each file. GHD Consultant­s will be paid $13,567.05 for the Lakeshore Road file and $20,149.37 for the Place Carling through Swallow project.

A portion of the $13.5 million price tag for Dorval’s infrastruc­ture work is covered by federal funds, provincial funds and money from the Small Communitie­s Fund of the New Building Quebec-Canada Fund.
