ONTARIO’S SPECIAL I NVESTIGATIONS UNIT
1990: The Special Investigations Unit, the SIU, is created following reports of police abuses and investigations into race relations in Ontario
1991: The definition of “serious injury,” which guides SIU investigations, is set out
1996: The McLeod report is released, calling for a requirement that officers co-operate with the SIU. No changes are made.
1998: The Adams report is released, calling for appropriate resources for the watchdog, among other recommendations.
1999: Regulations change, adopting many of the Adams report’s recommendations.
2006: The SIU gets an “affected persons co-ordinator,” to deal with those affected by SIU investigations.
2008: Ontario Ombudsman André Marin releases his look at the SIU, finding that the organization lacked teeth to fulfil its mandate.
April 2011: The LeSage report investigates the serious injury definition, officer co-operation with the SIU and rules surround- ing officers’ right to legal counsel during an SIU investigation.
December 2011: André Marin follows up on his previous report, saying the Ministry of the Attorney General failed to support the SIU in implementing his recommendations.
July 2015: Andrew Loku is shot dead by Toronto police in his apartment building.
April 2016: The Ministry of the Attorney General announces a review of police oversight in Ontario, headed by Justice Michael Tulloch.
July 2016: Abdirahman Abdi dies following a confrontation with police in Ottawa.
March 2017: Const. Daniel Montsion is charged with manslaughter in Abdi’s death.
April 2017: Tulloch reports back to the provincial government, with 129 recommendations for bolstering police oversight.
November 2017: The Ontario Liberals introduce wide-ranging reforms to police oversight and policing.
