Off-leash park or beach needed, council to hear

Tonight’s meeting of Summerland council begins with a public hearing on the bylaw amendments changing the Official Community Plan and zoning designatio­ns of the property located at 11714 Quinpool Rd.

The OCP designatio­n would change from administra­tive to low density residentia­l and the zoning from institutio­nal to residentia­l duplex housing.

A proposal by the Summerland Dog Owners’ Associatio­n regarding amenities in district parks will also come before council.

Suggested amenities include establishm­ent of a full-time, fenced off-leash dog park in Summerland and if a fenced dog park is not in place, that Peach Orchard Park be off-leash from Sept. 1 until June 1 each year.

The associatio­n also suggests that Powell Beach be off-leash from Sept. 1 to June 1, regardless of whether or not there is a fenced, offleash dog park.

Staff recommends that considerat­ion of the proposal be deferred until after both the Parks and Recreation Master Plan and the Trails Master Plan are completed.

Staff also recommends that council give first, second and third reading to a bylaw dedicating Conkle Mountain for park purposes.

Implementa­tion of the 2017 utility rates as set out in the 2016-2020 financial plan will receive council’s attention.

Specifical­ly, water rates would increase by five per cent, sewer rates by five per cent and electric rates by four per cent.

The 2.76 per cent of the electric rates increase would go to FortisBC and 1.24 per cent would be retained by the district.

Staff recommends that council give first, second and third reading to a recommenda­tion that would update the community’s street name changing bylaw with a new list and map of all street names in Summerland through 2016.

Council’s day begins with the morning committee of the whole meeting, at which the Conkle Mountain Park dedication bylaw and the name changing bylaw amendment will be discussed. The committee of the whole meeting begins at 9:00 a.m. and the regular meeting at 7 p.m. at the Municipal Hall, 13211 Henry Avenue. Both are open to the public.
