June 20, 2017 – Council Meeting Highlights
ALR Subdivision Application referred
Council referred the subdivision application for the property located at 295 Upper Bench Road North to the July 18 regular Council meeting.
Contract awarded
Council authorized staff to enter into negotiations with Waste Connections of Canada to an upset value of $1,098,305 based on their proposal for the provision of the collection of garbage, recycling, compostable materials and large items for the City of Penticton for a term of seven years commencing July 1, 2018.
KVR Trail retaining wall replacement
Council approved a budget amendment of $300,000 from the City’s Asset Emergency Reserve for the replacement of the retaining wall located north of Carder road extending north to the trestle bridge. The wall replacement will restore full use of the trail for both the public and special events. The project is estimated to be completed by August 5.
Gyro Bandshell protection measures to be revisited
Council deferred protection measures back staff to investigate the logistics and feasibility to install modu-lock fencing across the front of the Gyro Bandshell stage to prevent access to the stage area in the evenings only when there are no booked activities in the park. The intent is to help improve public safety, community enjoyment of the park and to protect it from trespassing and undesirable activities. Item to be revisited at the July 4 Council meeting.
Smoking Bylaw - public awareness campaign
Council received information and endorsed the following proposed Bylaw Services Department schedule for the City’s Smoking Bylaw public awareness campaign:
June 20-July 4 Drafting/ preparation and delivery of education material
July 4-18 Warning ticket period at Parks and Beaches
July 18 onward Warning and/or Ticketing period at Parks and Beaches
Section 57 – Notice on Title – Failure to complete building permit
Council authorized staff to proceed with further injunctive action for the property located at 850 Westminster Ave. E. This matter to be brought back to Council at the August 15, 2017 Council meeting.

The annual Statement of Financial Information was received by Council for the fiscal year ending December 3
218 Norton Street
Council gave first reading to Zoning Amendment Bylaw No. 2017-40 to rezone the property from RM3 (Medium Density Multiple Housing) to RD2 (Duplex Housing: Lane). The owner is proposing to subdivide the back property facing Townley Street and develop a side-by-side duplex with suites, with all vehicle access from Townley Street. This matter to be forwarded to the July 4, 2017 Public Hearing.
102 Cossar Avenue
Council gave first reading to OCP Amendment Bylaw No. 2017-41 changing the OCP designation on the property from HR (High Density Residential) to MR (Medium Density Residential) and Zoning Amendment Bylaw No. 2017-42 to rezone the property from RD2 (Duplex Housing Lane) to RM2 (Low Density Multiple Housing). The developer is proposing to construct a fourunit townhouse. This matter to be forwarded to the July 4, 2017 Public Hearing.
602 & 640 Eckhardt Avenue West
Council gave first reading to Zoning Amendment Bylaw No. 2017-43 to rezone the property from C7 (Service Commercial) to CT1 (Tourist Commercial). The applicant is proposing to construct a four storey, 95 room hotel. This matter to be forwarded to the July 4, 2017 Public Hearing.
