Arena grant applicatio­n moving forward Council, at their July 25, 2017 Special Council meeting, directed staff to proceed with an addendum to the Strategic Priorities Fund grant applicatio­n to allocate funding towards a new multi-use facility (twin surface arena on the west side of the SOEC complex and complete the financial analysis, develop the funding strategy and further consult with the community prior to making a final decision on the recommende­d option. 2016 Annual Report The 2016 Annual Report for the City of Penticton was received by Council. Citizens may download a copy of the report at www.penticton.ca/reports or visit City Hall at 171 Main St. to review a copy between regular business hours (8:30 am to 4:30 pm) Monday to Friday. Unsightly property clean up Council approved the hiring of a private contractor to clean up an unsightly property located at 485 Westminste­r Ave. W., with the cost for the clean up billed to the property owners.

Municipal Grant amendments approved

Council approved the amendments to the Municipal Grant Policy. The amendments will increase the flexibilit­y by simplifyin­g the applicatio­n process for organizati­ons and increase the transparen­cy of the decisionma­king process for Council. Road Closure Council adopted Road Closure (Nanaimo Avenue) Bylaw No. 201749, to close a portion of boulevard adjacent to Nanaimo Avenue south of 298 Van Horne Street to facilitate the land swap for land required for the Penticton Creek restoratio­n works. 2017-2021 Five Year Financial Plan The 2017-2021 Five Year Financial Plan Amendment Bylaw No. 201747 was adopted. Land Matters Council adopted and approved the following land matters: 380 White Ave. E. Zoning Amendment Bylaw No. 2017-20 and DVP PL2017-7845 730 Kamloops Avenue Zoning Amendment Bylaw No. 2017-45 and DVP PL2017-7938 747 Government Street Zoning Amendment Bylaw No. 2017-32 and DVP PL2017-7910

190, 196 Bassett Street

Following the Public Hearing, Council gave second and third reading to Zoning Amendment Bylaw No. 2017-48 to rezone the property from R2 (Small Lot Residentia­l) to RM2 (Low Density Multiple Housing. The applicant is proposing to construct a seven-unit townhouse developmen­t. Outdoor patio applicatio­n Council supported the Structural Change to the Liquor Primary Licence applicatio­n made by Cascades Casino Penticton located at 200-553 Vees Drive for the addition of a new outdoor patio with a maximum occupant load of 14 persons.

1706 Main Street

Council gave first reading to Zoning Amendment Bylaw No. 2017-50, a bylaw to add the uses “dwelling units, congregate housing, transition­al housing and emergency shelter” to the C7 zone on a site specific basis. The property was recently purchased by BC Housing with the intent of converting the motel into housing for those in need of mental health services, persons suffering from addictions and persons in housing crisis. The property is also intended to accommodat­e the City’s homeless and emergency weather response shelters. This matter to be forwarded to the August 15, 2017 Public Hearing.

910, 920, 932, 946 Eckhardt Ave. W.

Council gave first reading to Zoning Amendment Bylaw No. 2017-51 to rezone 910 Eckhardt Ave. W. from C8 (Vehicle Service Station) to CT1 (Tourist Commercial); to rezone 920, 932 and 946 Eckhardt Ave. W. from R2 (Small Lot Residentia­l) to CT1 (Tourist Commercial) and to increase the maximum height, waive the bicycle parking and decrease the parking ratio. The applicant is proposing to construct a four storey, 75 suite hotel. This matter to be forwarded to the August 15, 2017 Public Hearing.

ALR subdivisio­n applicatio­n supported

Council supported the ALR subdivisio­n applicatio­n for the property located at 190 Middle Bench Road South. The proposed lot is 1.08 acres (0.44ha) and the applicants require approval from the Agricultur­e Land Committee.

1399 Government Street

Council adopted Zoning Amendment Bylaw No. 201726 to rezone the property from R1 (Large Lot Residentia­l) to C1 (Commercial Transition) without the requiremen­t for any road dedication.
