Busy agenda in Summerland
SUMMERLAND — This evening’s meeting of Summerland council begins with a public hearing on a zoning bylaw amendment that would allow for construction of a student dormitory on the Glenfir School property.
Council will also consider a request from the Freshwater Fisheries Society of B.C. that a representative be permitted to address council regarding the proposed iCasa (Banks Crescent) development and to provide an update statement on the project.
In his report to council, director of development services Dean Strachan says that staff anticipate completing the study and review of the infrastructure components of the proposed Banks Crescent development by Oct. 10, 2017.
October 26, 2017 is the tentative date for the public hearing on the project.
Council will receive 14 additional pages of the petition against the project.
The petition now has 2,751 signatures which includes 2,242 from Summerland residents.
A request that the district contribute $15,000 to the Summerland Chamber of Commerce for the development of a business plan for the proposed Okanagan Agricultural Innovation centre will come before council.
Council will consider requesting the chamber that a district staff member be appointed to the business plan steering committee.
Staff are recommending council’s support of two development variance permit applications.
The first application concerns the reduction of the rear yard setback at 4217 Sherk Street and the increase of the maximum allowable coverage within the farm home plate from 35 per cent to 42 per cent to allow for a residential addition.
The second application would reduce the front yard setbacks on at 19-10605 Cedar Avenue in order to construct a single family dwelling.
The Summerland Food Bank and Resource Centre is requesting a letter from council in support of their application for funding to the Work B.C. Community Employer Partnership program.
The request by the Summerland Waterfront Resort to lease property located at 12820 and 12900 Lakeshore Drive South to allow the continued use as an overflow parking lot will come before council.
The lease would be for five years at a rent of $1,600 per annum.
Council will also consider extending the lease on a five acre piece of orchard land located at 12915 Haddrell Avenue for a period of five years at an annual rent of $2,500.
Director of Works and Utilities Kris Johnson will report to council on the Jones Flat and Garnet Valley Water System Separation project.
Johnson’s update will include financial and land acquisition information.
Pending approval of the relevant recommendation, the pickleball courts at the Peach Orchard campground will be designated for the exclusive use of the Summerland Pickleball Club on Tuesdays, Wednesdays and Thursday from 10:30 a.m. to noon until Sept. 28.
The Parks and Recreation Commission will be asked to review and make recommendations regarding the booking of outdoor sports courts.
Staff are requesting that they be directed to acquire an appraisal for district owned property at 9220 Shale Avenue and subsequently to offer this property for sale by public offer.
A text amendment of the zoning bylaw on regulation of the building envelop for lots being created and to delete a similar but conflicting regulation from the subdivision and servicing bylaw will come before council for first and second readings.
If the recommendation is approved, a public hearing will be held on Sept. 11.
Council will receive additional information on pedestrian connections and parks regarding the OCP amendment and rezoning application for property located at 5418 Nixon Road.
The meeting is open to the public which begins at 7 p.m. at the Municipal Hall, 13211 Henry Avenue.
