More Banks Cres. details expected today

Councillor­s to learn about finance, infrastruc­ture costs

SUMMERLAND — Summerland council will this evening learn about expected impacts to the district associated with the proposed Banks Crescent developmen­t.

The financial and infrastruc­ture analysis was done by the David Svetlichny, director of finance, and Kris Johnson, director of works and utilities.

They caution in their report that “there are a lot of assumption­s, generaliza­tions and subjectivi­ty in trying to quantify some of these values, however, staff feel this reports provides the informatio­n requested by council.”

Their report comes on the heels of the Oct. 25 workshop on possible impacts of the developmen­t on district infrastruc­ture.

Council will receive an update on the petition to stop the developmen­t which now bears over 3,000 signatures.

— John Bubb will inform council of the activities of the Summerland Food Bank and Resource Centre.

His report includes informatio­n about the odd job program, income and expenses and number of clients from 2014 to 2016.

— Staff are recommendi­ng that council direct them to submit an applicatio­n in the fourth intake of the B.C. Rural Dividend Program for a maximum of $100,000.

The funds would be used to assist in the strategic developmen­t and business planning of the Arts & Cultural Centre.

The proposed grant would supplement the $250,000 currently budgeted for the Arts and Cultural Centre Renovation Project.

— Sustainabi­lity and alternativ­e energy coordinato­r Tami Rothery will inform council of the selection of REALice as the 2017 greenhouse gas reduction project.

REALice is a device used to remove microair bubbles from water in the laying and resurfacin­g of ice in arenas.

— Staff are recommendi­ng that council pass several resolution­s related to the automatic meter reading program.

The resolution­s would result in the creation of revenue-neutral policy frameworks for residents wishing to opt out of AMR meters and for those wishing to have the ARM meters relocated to the edge of their property as pit meters.

— Council will consider the staff recommenda­tion to change the date of municipal elections from the third Saturday of November to the third Saturday in October beginning with the 2018 municipal elections.

— At the morning committee of the whole meeting, a resolution to direct staff to continue with the preliminar­y design of the Okanagan Lake Water Supply project will come before council.

In the future, the project will be considered for capital grant funding. The 2008 Water Master Plan prepared by Agua Consulting recognized the necessity of the district having a water supply from Okanagan Lake.

The district holds two water diversion licenses for Okanagan Lake. Committee of the whole begins at 9 a.m. and the regular meeting at 7 p.m. at Municipal Hall.
