Rosewood Park concept plan ready to be unveiled to public

Neighbourh­ood to include new school, will be home to about 4,300 residents

The concept plan for Rosewood Park — the next step in transition­ing from agricultur­al land to urban landscape in northwest Regina — will be unveiled to the public on Tuesday.

In April, city council approved the Coopertown neighbourh­ood plan, which has been going through various phases since 2013. The new Rosewood Park neighbourh­ood will be located on the east side of the larger Coopertown.

Through the city’s official community plan, this is one of the areas that has the approval to move forward with the planning, said Geoff Brown, manager of infrastruc­ture planning with the City of Regina.

“Once this concept planning stage is complete, then it can also move forward with rezoning applicatio­ns and subdivisio­n,” he said.

The public can check out the concept plan for Rosewood Park and ask city staff and representa­tives of the developer questions at the open house, which is slated to run Tuesday from 5-8 p.m., at Rosewood Park Alliance Church, 1300 Courtney St. N.

“Public input could be something that potentiall­y influences changes to the concept plan ... It depends on what people have to say I guess,” Brown said.

“Even if people are just interested in coming out and getting a feel for what is going to be planned out, they’re certainly welcome.”

When fully developed, Rosewood Park will include a mix of land uses and residentia­l types, a new school and a population of about 4,300 people.

The concept plan illustrate­s the location of proposed land uses, streets, utilities and open space and sets the stage for subsequent rezoning, subdivisio­n and developmen­t. The Rosewood Park developmen­t area is approximat­ely 65 hectares in size and located in northwest Regina, immediatel­y west of Courtney Street and north of Whelan Drive.

“It does incorporat­e the brand new school that is there and of course the park to the south of it plus Mapleford Boulevard that was constructe­d,” Brown said.

Following the open house, the city will be working with the developer, Troika Management, to finalize the plan.

After internal city reviews are complete and public comments are evaluated, the plan will go to the Regina Planning Commission.

“If the planning commission is good with that plan, then they would recommend it for city council approval as well,” Brown said.

The timeline will depend on potential changes and the developer.

“The thought is that we will probably have this process completed by the end of the year, but it will ultimately depend on some of the feedback from the open house and reviews as well,” Brown said.

There was a big impetus to get the school site up and running, he said.

The provincial government, in combinatio­n with the school boards, needed to get that school going, Brown said.

“The school is now operationa­l, so the next step was really to complete, in terms of planning for the whole area, was getting the Coopertown neighbourh­ood planning completed and then subsequent to that, starting to work on those early phases that are within the larger neighbourh­ood plan area — this is one of those areas,” he said.

The Coopertown neighbourh­ood plan will provide a strategy for the transition of a large section of Regina’s northwest quadrant from an agricultur­al state to an urbanized landscape.

The 745-hectare neighbourh­ood will be bordered by the Regina bypass in the west, Armour Road in the north, 9th Avenue North in the south and Courtney Avenue in the east.
