Second man charged with murder in Feb. 18 shooting

Police have charged a second man with first-degree murder in connection with the death of 40-year-old Justin Langan.

Police first responded to the 1400 block of Pasqua Street at 8:10 p.m. on Feb. 18 for a report of an injured man from an apparent firearms offence during a robbery. Langan was transporte­d to hospital, where he was pronounced dead. Investigat­ion revealed the death to be a homicide — Regina’s second of 2018.

Less than an hour after the initial complaint, police learned of a possible stolen vehicle in northeast Regina, believed to be occupied by a suspect in the earlier incident.

Police said they tried to stop the vehicle, which collided with a police vehicle at Albert Street and College Avenue.

Chad Allen Barre, 31, was arrested at the scene and police said a search turned up ammunition. Barre was charged with first-degree murder, armed robbery of Langan’s wife while using a firearm, possession of property obtained by crime over $5,000, possession of property obtained by crime under $5,000, flight while pursued by police, dangerous driving and six counts of possession of a firearm and/or ammunition contrary to a prohibitio­n order.

Further investigat­ion led to the arrest of Donald Chad Pelletier, 34. Pelletier is charged with first-degree murder, armed robbery using a firearm and failing to comply.

Police members, including the SWAT team, executed a warrant on a residence in the 400 block of Retallack Street on Thursday. The man was removed from the residence and was taken into police custody.

Pelletier made his first appearance in provincial court Monday morning.
