Pair charged in 2017 murder

Man found injured on Retallack Street later pronounced dead in hospital

Saying “unsolved cases are never closed,” city police have charged two men with first-degree murder in the 2017 death of a 35-year-old Regina man.

Thurston James Mintuck was found injured on the 1200 block of Retallack Street at about 2:45 a.m. on Dec. 3, 2017. He was pronounced dead at hospital.

Police soon confirmed it was a homicide.

According to a police news release Sunday night, investigat­ion determined that a second man, also 35 years old, was with Mintuck at the time. This other man was allegedly the victim of attempted murder in the same event, police said.

Continued investigat­ion into this case led police on Friday to arrest and charge two men.

Nayo Pisim Fox, 27, and Timothy Mitchell Louison, 30 — both of Regina — are jointly charged with first-degree murder, attempt to commit murder using a firearm and possession of property (a Dodge Dart) obtained by crime over $5,000.

The pair made their first appearance at Regina provincial court on Monday, each appearing via CCTV from the Regina Provincial Correction­al Centre. When Fox’s murder charge was read, a man seated in the body of the courtroom was heard muttering, “Bulls--t, man.”

Fox’s charges were set over to Jan. 9 to allow him time to speak with a lawyer. He said he wanted to know how to apply for a courtappoi­nted lawyer, but Judge Doug Kovatch advised him he would have to first apply for legal aid representa­tion.

Louison said he already has a lawyer and his charges were set over to later in the day and, from there, to Jan. 13.

In June 2018, Louison was charged with attempted murder in connection with a 2017 shooting in which a man was seriously injured. That Nov. 27, 2017, incident happened just days before Mintuck was killed.

In that case, a 34-year-old man was walking in the 900 block of Retallack Street just before 4 p.m. when a stolen vehicle drove near him. He was allegedly shot by one of the vehicle’s occupants. That case is believed to still be before the court.

Mintuck was originally listed as the city’s ninth homicide victim of 2017. However, in August this year, police laid a manslaught­er charge in death two years ago (a three-month-old boy who died in hospital in October 2017), which hadn’t been reported publicly until police issued a warrant for a suspect’s arrest.

That made Mintuck the 10th homicide victim of 2017.
