DEATH AT CARNIVAL
Police inspect the site of an explosion that killed four people during Carnival celebrations in Oruro, Bolivia, on Wednesday. Police say a device made of dynamite, ammonium nitrate and fuel oil, all commonly used in homemade explosives, was used.
