Subject of Regina advisory arrested on new sex charges

REGINA A convicted sex offender who was the subject of a Regina Police Service public safety advisory late last year has been accused of committing new sex offences.

Phillip Lionel Levac was arrested Wednesday at his residence, police reported on Thursday.

According to city police, a complaint was made Sunday that a man had been seen in the company of a female youth.

Police allege the man was in breach of conditions of a recognizan­ce, also known as a high-risk offender peace bond.

According to court documents, Levac has been subject to that order since March 1 of this year, police having reported the 30-yearold didn’t complete programmin­g while incarcerat­ed, intended to address his risk factors.

Nor, police said, had Levac — whose criminal history is said to include violent sexual offences and a history of reoffendin­g — made progress in reducing his risk of violence.

The order included conditions focused on his risk factors, including that he report to his probation officer and the police high-risk offender co-ordinator; live where approved and follow a curfew of 11 p.m. to 7 a.m.; not use alcohol or drugs and not attend bars or liquor stores; notify his probation officer or a designate should he become involved in a sexual or close personal relationsh­ip; consent to the probation officer or designate notifying those individual­s of his offending history; have no contact with his victims; and not possess weapons; among other conditions.

Levac is accused of breaching that order, and he is additional­ly charged with two counts of sexual assault and two counts of sexual interferen­ce.

According to court documents, the charges allege contact with the same female complainan­t on April 12 and again on April 15.

While police did not release the girl’s age, she was said in court to be under 16 years of age.

Levac made his first court appearance on the new charges on Thursday morning, responding yes when asked whether he wanted to speak with a lawyer. The Crown opposed Levac’s release from custody and he is set to return May 1.
