Mortgage insurers cool to extending pandemic deferrals

Debt hangover seen as detriment to Canada’s overall economic recovery

Homeowners counting on mortgage payments being deferred beyond the six-month break they have received during the pandemic might want to reconsider, as home-loan insurers that have permitted postponeme­nts appear cool toward extending the holiday.

Case in point: Canada Mortgage and Housing Corp. The federal housing agency allowed lenders to offer six-month payment deferrals on the loans it insures against borrowers defaulting, but the Crown corporatio­n also told the Canadian Credit Union Associatio­n (CCUA) last month that a half-year break was likely enough.

“At this time, there are no plans to extend the deferral period,” CMHC is quoted as saying in response to a credit-union question.

Hundreds of thousands of borrowers have availed themselves of payment deferrals during the COVID-19 pandemic, raising concerns about what happens if those debt holidays end before the economy has bounced back. A debt hangover could also curb Canada’s overall economic recovery, as money that could be spent elsewhere is channelled once more toward loan repayments.

CMHC and fellow mortgage-default insurers Canada Guaranty Mortgage Insurance Co. and Genworth MI Canada Inc. have also created a “Default Management Playbook,” according to the CCUA. A copy of the document that was posted by the credit-union group said it aims to help lenders to help borrowers — although not necessaril­y with a deferral.

“In developing the COVID-19 Default Management Playbook, the insurers did not feel that further extensions were a viable option on a global basis,” CMHC said in its response to the credit unions. “If the borrower cannot be helped with the existing (default management) tools (stable source of some revenue), then there are few options as there are no government programs currently available.”

The agency added that employment insurance could help unemployed credit-union members resume payments and give them time to find another job. Others could require extra assistance, such as interest-only payments, CMHC said.

CMHC’S response followed comments by the agency’s president and chief executive, Evan Siddall, that suggest the agency is preparing to manage the end of the program, rather than keep it going. Siddall in May said he had a team preparing for a debt-deferral “cliff ” in the fall, when some loan payments may start coming due again.

Circumstan­ces could prompt Canadian authoritie­s to soften their positions, as has happened elsewhere. For example, the Australian Prudential Regulation Authority last month announced it would extend regulatory relief for banks, allowing COVID -19-related deferrals to last as long as 10 months.

Canada’s Office of the Superinten­dent of Financial Institutio­ns has so far said its relief for COVID-19 deferrals will only apply for up to six months, but that it will “revisit this treatment in the future as needed.”

The CMHC “continues to monitor the potential financial impacts of the COVID-19 pandemic and will continue to support the Government of Canada’s pandemic response,” a spokespers­on for the agency said in an email. “At this time we are focusing our efforts on immediate COVID-19 pandemic relief measures to support households, housing providers and small businesses experienci­ng financial difficulti­es.”

A spokespers­on for the Department of Finance said the government would continue to monitor “all developmen­ts relating to the COVID-19 outbreak and the economic disruption caused by the pandemic.”

More than 760,000 borrowers have deferred or skipped a mortgage payment during the pandemic, which is equal to around 16 per cent of mortgages in bank portfolios, according to the Canadian Bankers Associatio­n.
