TBL’S overview of the Strategic Plan

Out of all these efforts, one unfortunat­e trend remains, the inability of our present and past administra­tions to focus on the plan. Execution, as one said in 2015, is the problem. Participan­ts in the Imaginacti­on process almost three decades ago are still left today on their appetite for recommenda­tions they fought for. No wonder why the actual strategic plan was inspired by Imaginacti­on and to a certain extent we didn’t have to reinvent the wheel for what we wanted as a community.

In the VLB Info TBL fall report Mayor Burcombe conclude by, “I will close by encouragin­g you to read the special issue VLB Info TBL summarizin­g the Strategic Plan and the progress made since 2015.”

I cannot describe how disappoint­ed I was when I received the Overview of the 2015-2020 Strategic Plan glossy report. Despite some interestin­g informatio­n, the document is simply a pre-electoral and marketing town-subsidized document that in no way, shape, or form updates clearly the accomplish­ments made.

The Strategic Plan has five main goals with numerous required actions for each. For short-term actions to be taken in 2015 and 2016 we do not have a clear follow-up stating the ones that were completed, the ones that were not, and why. We were simply given a disconnect­ed summary covering up the shortfalls. So much for transparen­cy.

If an accountant would report each account variance to plan budget with this type of report, he would simply get fired!
