Council meeting highlights August 8 Carriage homes and secondary suites
Council gave third reading to a Zoning Amendment Bylaw to introduce changes to existing carriage house and secondary suite regulations. The changes would increase opportunities for suites and carriage homes, along with streamlining the process and reducing cost prohibitive factors for infill housing.
The bylaw will now be forwarded to the Ministry of Transportation and Infrastructure for approval.
Truck route consideration
Council gave first reading to a bylaw amendment intended to regulate the movement of commercial trucks in the community. Council had requested a report on truck routes at its meeting on Oct. 13, 2015 after receiving a presentation from a delegation from the Canyon Ridge neighbourhood which indicated concern that trucks were avoiding travelling along Highway 97 and using local roads instead.
The bylaw changes are intended to define truck routes to divert commercial truck traffic away from residential areas where there may be inadequate infrastructure to support truck traffic. Benefits of truck route regulation include improved pedestrian and vehicle safety, improved urban environments and reduced structural damage to roadways. The principles of the draft regulations are that Highway 97 is the main route for trucks, trucks may only use the City’s road network when necessary to conduct business and trucks must use designated truck routes. Truck routes being proposed are: — Between hours of 7 a.m. and 8 p.m.: • Glenrosa Road between Highway 97 and City of West Kelowna border
• Gellatly Road South between Highway 97 and Gellatly Road
• Gellatly Road between Highway 97 and Boucherie Road
• Boucherie Road between Hudson Road and WFN lR No. 9 border
• Hudson Road between Boucherie Road and Highway 97
• Shannon Lake Road between Bartley Road and WFN lR#9 border
• Old Okanagan Road between Highway 97 and WFN lR No. 9 border
