Why didn’t police wade in?

What kind of a police do we have anyway? In the picture on page three of the March 7 paper I see 15 armed policemen. I understand there were about 30 in the mob. Do the officers in charge not think that if 15 policemen, even without pulling their guns, charged the group they wouldn’t have immediatel­y dispersed? It was noted that the mob was throwing rocks — why are none of the policemen wearing protective headgear?

This sort of weak response is just empowering the perpetrato­rs and encouragin­g other such events.
